Definitely not the last one (right lower corner), because he wasn't a sultan but the last "Ottoman" caliph during the first 6 months of the Republic of Turkey until the caliphate was abolished.

Not confident enough to vote yet as Persia, Mongolia, and Ottomans are all likely. Mongolia is the most likely of the three. There is also a good chance that it's an Asian civ that has attire most are not familiar with. Does anyone know how many Asian civs there could be while including the Alphabet theory?
It's Mehmed II of Ottomans. The picture is too blurry to identify, but 2K/Firaxis made a tweet about Mehmed taking Constantinople. Odds that they did that for no reason: 0%.

I thought that too. But this picture does not look much like any picture of Mehmed at any level of zoom. Though, it is possible that there is a picture of him that no one has yet found. Like you, I'm fairly certain that Mehmed will be in the game, but there is no reason to think that this board shows every leader that will be in the game.

Myanmar (in general), Pagan (Burmese earliest empire, quite cool one) and Laos/Lan Xang (Laos soudns ridiculous as currently this state is pariah of pariahs, but in medieval to early modern era Lan Xang kingdom was pretty powerful, cool and influential one, one of more important states of continental SEA).
Regarding SEA, there were also kingdoms of Mon, Mong Yang and Pegu but I'd be extremely surprised if it was one of them
There were also Manchu/Qing and Majapahit empire (this one doesn't count because in civ5 we had essentially majapahit, yet it was named indonesia).
Manchu would be quite cool, but their only truly unique ruler, Nurhaci, doesn't look smilar enough to C5.
Anyway, even if there isn't a picture match, people can still try to work out what this leader is through a combination of position in the alphabet and its appearance.
In the screenshot you see all pictures, this picture to me look more cleare and to me it look like the person have a mongol hat with a horse tail or something sticking out from the top of the hat.
