Can't build workboat, can build galley

hi!
I can't build a workboat in Barcelona:

I assume this is not supposed to happen.
Can someone else check my save to see if this is some local problem with my installation?
Or is there some game mechanic reason i don't know?

Can't really see from the map so far, but I assume it's some type of large-ish lake, that doesn't have fish resources. If there was fish/clams/crabs, it should have been possible to build workboats. If that area happens to be normal coast next to a large ocean, then I'm not sure what is up.

Yep, Pangaea is on track here. I won't spoil the map for you, but I did open your save and looked at WorldBuilder. I added a seafood resource next to Barc, and work boats were then enabled. So take that for what it's worth. Galley should serve the purpose fine for what I think the purpose of your work boat would have been here.

I guess barb galleys won't spawn here?

I did not realise this until today also! So you need sailing and 50 production to explore the lake, but only fishing and 30 production if there is seafood. This is a big difference.
