The United States is disappointed by the lack of a coordinated effort to counter the effects of the substantial decline in asset prices in Europe, and now outside of it as well. Many companies, operating in all of the major countries, will be impacted by the event, as the decline in asset prices will, and already has led to, less liquidity around the world.
The United States has begun a program to provide the necessary liquidity to parts of the international system, but a coordinated effort is needed to fully counter the effects of the downturn. We propose coordinated injections of capital in the form of short term bridge loans into the financial institutions of the world that have been most affected by the downturn in order to restore the world economy to a balanced growth path.
To the Dominican Republic
The United States government repeats its immediate call for the removal of Rafael Trujillo from power and the immediate termination of the atrocities against the people of Haiti. The United State reiterates that any sovereign government must act with due responsibility and respect the lives and human rights of all people. The failure of the Dominican government to do so indicates that this government is unfit to govern.
The United States is prepared to take all actions necessary to protect the lives and human rights of the people of Haiti and hope for the cooperation of the Dominican government in this process.
To the Caribbean Federation
The United States reiterates its commitment to the sovereignty and territorial integrity of the people of Haiti and Dominican Republic.
We are glad to see that the Caribbean Federation recognizes the problems that exist within Haiti and the Dominican Republic, and we hope that the Caribbean desire to help is sincere. We further recognize that the Caribbean Federation is in fact a just, fair, and democratic government and that is why we welcome the Caribbean initiative in aiding its neighbors.
We hope that the United States and the Caribbean Federation can work together to bring about a change of government in the Dominican Republic, and improved conditions in Haiti, and do so while respecting the sovereignty and territorial integrity of both nations.
