OOC: Maybe he means the Qing are holding angry demonstrations in the streets against Japan. I can't imagine why however.

OOC: I'm pretty sure they are angry that Japan shelled a few villages, some of which were under Qing control, as well as Massacering the Fengtian Republic's Diplomats.

No; those villages were behind Mongolian borders with Qing inhabitants.

Just to let you know:

Those Qing are rebelling against Japanese aggression and protesting the deaths of Qing civilians. Also, Japanese shells DID hit Qing territory, Jining is a Qing city close to the Japanese/Mongolian/Qing border areas.
