Religious Fanatacism (I don't know why they didn't include this in Civ III, since approximately 1/10th of the world's population lives under such rule) has, is, and probably will always be a strong contender.
Fascism is pretty much dead, because it got it's swastika wearing butt kicked by the commies and democracies.
Communism is on its way out, with Vietnam, Cuba, Laos, North Korea and China being the only Commie countries left in the world. Interestingly enough, all of them are countries where the US intervened to try stopping Communism. <sarcasm>Worked real well didn't it?</sarcasm>
Capitalist Democracy (like the US) is going down, mainly due to the way fat-cat corporate barons have usurped the government, and used free trade and explotation of poor third world countries to turn their homelands into a type of Corporate Fuedalism, where only those who are born into a rich family have any chance of living well. The only way for the commoners to get ahead is by (a) joining some form of organized crime syndicate (b) working 3 full-time jobs until the day they die, or (c) sign away 4-6 years of thier life away to the military for job training, experience, "free" college money, and an almost guarantee of landing a good job when they get out, providing they survive (this, as it so happens is the method I chose).
Socialist Democracy is the current winner: All socialist democracies have laws protecting dometic workers and their jobs. If you look at the 10 countries that have the smallest gap between the richest 10% and the poorest 10%, all of them are Social Democracies (FYI, Sweedin is #1, followed by France and Japan. The US ranks just ahead of Mexico, at #14). Also, since college entrance and scholarship awards are based on acedemic merit, and not how rich one's parents are, even a poor joe has a good shot to make it big, if he/she is smart and motivated enough. Besides, when has anyone tried to blow something up in France? (or for that matter, Sweeden or Japan?)
Well, anyways, that's my take on the whole global political situation, and for those of you who live in the US and are old enough, VOTE INDEPENDANT, kick those corporate sponsored tyrants out! It doesn't matter wether they're Democrat or Republican, both parties are controlled by big money, so if you vote for either, the rich bastards will win either way.

how about making the moderator civ unplayable by humans, that way they would suffer from the AI stupidity and thier bonuses wouldn't be so strong (but they still shouldn't have ALL civ traits

, it's just that many of the events in my life have filled me with such spite and bitterness (particularly against those who've been born into privaledge lives, and I pray that God forgives me and helps me get over this attitude ), that if it were to be extracted and refined, it could be used as a poison potion that in the Final Fantasy universe, could kill the toughest boss with one application, or in this world would be banned as a weapon of mass destruction. Believe it or not, I'm only 26, but sometimes I fell like I'm 100. Especially hearing all you youn'uns talkin' about bein' in school an' all.. makes me feel like an old geezer (now where'd I put my cane? I swear I'm jus' so absent minded sometimes....
)And as for the Mod, Your Pimps and Kulade men don't stand a chance against my hot, uber-kawaii Ninja and Commando chicks

Nothing like having 1 extra food, commerce and production in ALL cities, 3 food from irrigated deserts with railroads, fast workers, cheap temples AND libraries, cheap every other improvement, while we're at it, 1 turn government transitions, 1 free tech every time you reach a new era, empire-wide reduced corruption, only positive results from popping a goody hut and starting the game with a scout. Nothing unfair about that at all....
