According to the PBEM FAQ (written by yours truly) you can simply continue without a player that goes missing without warning you first. I suggest you guys go ahead.

Don't worry, in the other zwk game going on I have had the AI as france the entire game, and I delayed the Axis for 8 turns with the BEF. Just give the AI air unit techs and such.

In the first ZWK PBEM, the French were AI all the way and I took Paris from the Axis on the 8th turn and held it all the way to the end.
