While Gothiscandza would not use these powers without the Delegate's consent, he does not accept that the Delegate should use Password Protection without his consent. After all, Gothiscandza has more natural interest in the Region's security and prosperity than any other nation, and this in itself is enough to guarantee actions of worthy intent.
So, Gauta Amalis would like to amend the following:
"Password protection can not be used by the UN delegate without the agreement of the Founder"
BUT
"The Founder can be compelled to give his agreement in ordinary circumstances if, and only if, the delegate has majority support in a constitutional referendum"

Gauta Amalis does not accept that voting can be conducted by PM. Confidentiality serves no purpose on this game. He amends the following:
"Any future referendum should have a thread on CFC or another (future) forum, and votes should last 7 days by default in order to give members time to cast their votes. Further, there should be two days of discussion on the pros and cons of a vote before voting starts. The schedule should be announced in advance.
The Region does not have to take the result of a vote at the Delegate's word. Every vote cast must be made available so that other nations can see that the vote actually was cast. Only votes made available this way can be taken in the final count"

Well, technicaly, Gothiscandza is the ruler of this region. Constitution or not, he has the power to slice and dice just about everything. The Constitution may be a concession for us, the "democracy crazed"...
