The Lord President concurs with the Majipoorian interpretation of precedent regarding polling by UN delegates. The law regarding this point will be clarified once a constitution is formally accepted.

The Lord President has prepared a third draft of the constitution which may be viewed at:

He believes that the time may soon come when Civfanatica is ready to vote on this iissue. This brings the debate to an important point. How shall we decide whether or not to adopt a draft constitution? The Lord President favours a simple but lengthy vote, perhaps a week long. He argues against any quorum as he believes that any value would be arbitrarily chosen. Furthermore, one week will be sufficient time for anyone who wishes to vote to do so. The Lord President looks for both the delegate and the founder's support in this matter.

Finally, the Lord President wishes to register his vote on the current UN resolution. He votes NO as he believes it to be the responsibility of states to guard their own historic sites and would severely regret any damage to our economies.
 
As of the May 21st 2003 The Kingdom of Cilpotistan ciesed to exist. The king, Cilpot, has hereby renounced its crown. The nation will from now on be known as "the Free Land of Cilpotistan".

The former king had this comment: "It is clearly that a supreme ruler is against all that Cilpotistan stands for, and therefore I have come to realize that my role is an obstacle in the goal of reaching the utopia of freedom and liberty that Cilpotistan has set"

It is also reported that Cilpot will continue his role as official representative for the nation of Cilpotistan, but from now on as prime minister for the Liberty Party (former Royal Liberty Party).

Pikron- The capital falls into panic as the Democratic Socialist coalition was pushed out of power by an armed uprising it the streets. President Hall has quickly called for an assembly of the regions to meet within two weeks. The new government should like be a share of power bewteen the Democratic Socialist, Conservatives, and the new Genesis party (a right-wing religious group), with together control about 65% of parliament seats. The opposition will be lead by a union platform bewteen the Communist, War Party, Kel Revolutionaries, and Liberatiains.

The nation's name has now be changed to the Federation of Shakio.

The Majestic Lord and Holy Princeps of Calgacusia has been declared a God by the Senate and People of Calgacusia. Further, he has been declared Emperor by the the Senate and People.

The Commonwealth of Gothiscandza has launched a full scale pre-emptive nuclear strike on Calgacusia. Calgacusia no longer exists in Civfanatica.
 
The Free Republic of Aphex Twin III announces it has aquired nuclear weapons. Rich uranium deposits have been found under the Marshes of Karunesh, near the city of Sol. We are capabile to produce up to 10 medium range or 3 fully fledged ICBMs a day. We agree to use theese weapons solely on defensive purposes, or in conjunction with other nations of Civfanatica, as part of future "pre-emptive" strikes.
 
The Free Republic accepts the draft of the constitution. If a vote is carried out with the document in it's current form, the Free Republic will endorse it.

The NRI republic accepts the current draft of the constitution, though wants to add that a mutual defence policy, with exception of Nation confrontation's inside our region, would be most benificial to the security of the region. The NRI republic is still working on a new proposal along these lines for a vote, but will of coarse wait until the constitutional issues are complete.
 
Gothiscandza votes against the constitution because:

The UN delegate has been given too much power. He is after all, only a UN delegate and it is likely that only one or two votes will separate him from his nearest rivals.
In particular, the Gauta Amalis objects to

"2) The UN delegate has sole power to use the regional controls to password protect the region, change the regional statement or expel and ban nations except in those situations described in C1."

I.

While Gothiscandza would not use these powers without the Delegate's consent, he does not accept that the Delegate should use Password Protection without his consent. After all, Gothiscandza has more natural interest in the Region's security and prosperity than any other nation, and this in itself is enough to guarantee actions of worthy intent.

So, Gauta Amalis would like to amend the following:

"Password protection can not be used by the UN delegate without the agreement of the Founder"
BUT
"The Founder can be compelled to give his agreement in ordinary circumstances if, and only if, the delegate has majority support in a constitutional referendum"


II.

Gauta Amalis does not accept that voting can be conducted by PM. Confidentiality serves no purpose on this game. He amends the following:

"Any future referendum should have a thread on CFC or another (future) forum, and votes should last 7 days by default in order to give members time to cast their votes. Further, there should be two days of discussion on the pros and cons of a vote before voting starts. The schedule should be announced in advance.

The Region does not have to take the result of a vote at the Delegate's word. Every vote cast must be made available so that other nations can see that the vote actually was cast. Only votes made available this way can be taken in the final count"

True, but then he is the only elected official, so there is little alternative...

Majipooria believe this to be a blatant attempt by the Founder to gain back more power. Majipooria rejects the claim that the Founder has "more natural interest in the Region's security and prosperity than any other nation".
However, Majipooria agrees that the Constitution should specificaly mention that any changes in the Control Pannel (except for the region description) should follow a referendum. However, the Founder should have no greater say than his vote.

Majipooria believes that the Founder is correct there, and propose the integration of the proposed changes in the Constitutional draft. Majipooria has doubt on the voting delays though... 2+7 days seems a long time to get a resolution voted. Nations should be expected to check the Nation State website every 2-3 days at least, or be considered inactive.
 
Well, technicaly, Gothiscandza is the ruler of this region. Constitution or not, he has the power to slice and dice just about everything. The Constitution may be a concession for us, the "democracy crazed"...

Not really. While he may choose to eject anyone disagreeing with him, I expect a lot of nations (including mine) would leave and choose a more democratic region. The only thing he really control is the "Civfanatica" name ; what really makes the region is the nations in it.
