After negotiation among various Civfanatican nations, the first constitution is ready for the votes.
The voting will last 5 days, starting now, and will require a quorum of 50% of nations. Nations under the control of a foreign power cannot vote, and nations who have been inactive during the five days of the voting will not count for Quorum calculation.
Voting is public, and can only be made on this thread.
The following constitution is co-sponsored by the Federal Empire (main drafter), Gothiscandza (Founder), Alphex Twin and Majipooria (current UN delegate).

TREATY OF CIVFANATICA
We, being the free and independent nations of the Civfantica region, hereby declare that we shall abide with both the letter and the spirit of the Treaty of Civfanatica as set out in this document.
Section A : Powers of the Treaty
1) This constitution shall be known as The Treaty of Civfanatica.
2) Future amended versions of this constitution shall be known as The Treaty of Civfanatica, nth amendment.
3) This constitution may never have the powers to interfere with the political, economic or social running of any member country.
4) This treaty will not act retrospectively.
Section B : UN Delegate
1) The UN delegate for the Civfanatica region is the nation which, at any one time, has received the largest number of endorsements from United Nation members.
2) The UN delegate requires the consent of the regional founder to impose a password on the region or expel a member except in the following circumstances:
i) A general resolution has been passed to temporarily give the UN delegate this power.
ii) If the UN delegate deems Civfanatica to be under attack from a hostile region or nation.
3) The UN delegate may not be given the power to permanently password protect the region by a general resolution, this requires a constitutional resolution to ammend B2 and B3.
4) The UN delegate has the power to take all decisions attributed to him by the rules of Nation States unless such action is expressly forbidden by a Civfanatica resolution or an article of this constitution.
5) The UN delegate may consult United Nations members and non United Nations members as he sees fit on any United Nations issue.
6) The UN delegate may hold referenda on United Nations issues outside of the protocols defined by this treaty.
7) The UN delegate may hold general referenda as defined in Section D, but not Section E, without the need for a seconder.
Section C : Regional Founder
1) The regional founder is a figurehead for the region, who will use the regional control powers only in the following circumstances:
i) If he deems Civfanatica to be under attack from a hostile region or nation.
ii) To enforce this constitution and the principles defined therein.
2) The regional founder has responsibility for maintaining the regional forums at CFC.
3) The regional founder has ultimate responsibility for the enforcement of this constitution.
Section D : General Resolutions
1) General resolutions have the power to over-rule any previous general resolutions, but not constitutional resolutions or this constitution.
2) Any draft resolution must have a proposer and a seconder unless the proposer is the UN delegate.
3) Both the proposer and the seconder must send copies of the draft resolution to the UN delegate and the regional founder.
4) The resolution must be clear and unambiguous and state all points which are being voted upon and what votes are possible.
5) On all points an option to abstain must be made possible.
6) Declared abstenations will be counted as votes for the purposes of the quorum.
7) In the case of the resolution not being clear, well drafted or grammatically correct it is the responsibility of the UN delegate to redraft the resolution.
8) The UN delegate will assess the draft resolution and declare it invalid if:
i) The resolution is unconstitutional.
ii) The resolution attempts to pass a law which cannot be enacted due to the limits of the Nation States environment.
iii) The same or a similar resolution has failed in the past one month and circumstances have not changed since that time.
iv) The resolution attempts to interfere with the internal affairs of any nation, inside or outside of Civfanatica.
9) If the UN delegate rules the referendum valid he will announce a vote on both the CITN forum and the Civfantica Regional HQ. The Regional Statement will be changed by the UN delegate to announce the referendum.
10) A period of not less that 48 hours will follow in which nations may discuss the resolution.
11) Ammendments may be submitted in this time in the same manner as general resolutions. When the resolution is voted upon there will be a vote for the resolution and a vote for each ammendment.
12) No more than one general or constitutional resolution may be under vote at any one time unless the UN delegate deems this to be necessary or in order to uphold D12
13) The order on which resolutions are voted for will be the same as the order in which they are received by the UN delegate unless:
i) A resolution or similar resolution has been submitted in the past, in which case it will be placed last in the queue.
ii) The timing of one resolution is deemed by the UN delegate to be crucial.
14) No resolution may wait in the queue longer than one month.
15) A period of five(5) days will be allowed for voting unless both the regional founder and the UN delegate agree that, due to timing, the resolution must be voted on sooner, in which case the time may be reduced to a minimum of forty-eight (48) hours.
16) Nations may not vote or be counted in the quorum if:
i) The nation has been inactive for seven days at the end of the poll.
ii) The nation is controlled by a foreign power.
iii) The resolution deals with strictly United Nations matters and the nation is not a member of the United Nations.
17) Members may vote only by posting a a vote on the CITN forum.
18) Votes cast by the personal message option are considered confidential and the UN delegate must not reveal how nations voted. The UN delegate must reveal who has voted if requested.
19) After the voting period has expired, voting ends. At this point the UN delegate will count the votes.
20) In order for the resolution to pass, the number of votes cast must be equal to or surpass the quorum for resolutions, being thirty-three (33) per-cent (rounded up) of eligible voters, as defined in D16
21) In the case of a tie, the UN delegate has the deciding vote.
Section E : Constitutional Resolutions
1) Resolutions to alter the Civfanatica constitution differ from normal resolutions in the following respects:
i) The resolution requires two seconders.
ii) The quorum is fifty (50) percent.
iii) The period for voting is seven (7) days.
iv) The UN delegate may not reject the resolution on the grounds of it being unconstitutional.
2) Constitutional Resolutions must be set out in the correct manner.
i) There must be a short preamble explaining the purpose of the resolution.
ii) The resolution will consist of instructions to:
a) add a line in a specified section and renumber
b) delete a line and renumber
c) add a section and renumber
d) alter a line
3) In the case of the resolution not being clear, well drafted or grammatically correct it is the responsibility of the UN delegate to redraft the resolution and obtain the acceptance of the proposer and seconders.
4) Constitutional resolutions over-rule general resolutions.
5) Any general resolution which is made unconstitutional by the constitutional resolution will be declared null and void.
6) The UN Delegate must clearly state that the resolution being voted upon is a constitutional resolution and not a general resolution and hence falls under the jurisdiction of Section E of this treaty.
