I question the tax system in its entirety.
Why should I - with no real source of income thus running a deficit on maintenance and such - pay as much as someone with a large source of income such as the fishermen and industrialists. As a charitable organisation should the Union's funds even be taxed?
I believe we should be taxed on income rather than savings.

In order to further discuss the issue I propose a meeting of the city's best and brightest in the debating halls of the St Bede Society.
 
As I have stated before, the issue of revising the tax policy is on the agenda for the City Council.

No it isn't. He can only withdraw 75% at a time. Your interest rate is not 20% at all and your capital controls smacks of communist influence.

The People's Aegis, in light of the crimes committed against us by outsiders, and in the shadow of those crimes that have yet to happen, has been formed! We are here to protect the common folk, the poor, the disheveled - those who cannot defend themselves!

I would like to see some action from the government on this...

Despite the raids, the O'Sullivan Material Supply Co. will NOT cease production. We will continue to produce the resources which help fuel and build the city, and if need be, we will defend ourselves to ensure the prosperity of the city. I did not move here from Ireland to be stuck under another oppressive thumb. The city will thrive, and the city will beat back these invaders, one way or another.

<sound of someone&#8217;s throat being cleared> &#8220;To those of you still have functioning radios, allow me to say hello, and welcome to the Voice of the City, formerly radio station WMET. This is your host Edward Pulaski, quite possibly the last surviving radio host in the area. I would first like to pass along the management&#8217;s apologies for the delay in returning service to you fine folk. The station had suffered some structural damage, but that issue has been mostly rectified by now, so we should be set to carry on broadcasting for the near future.&#8221;

&#8220;Before we get to deep into things, I would like to make an important announcement; we here at the Voice have managed to get the old switchboards at the MT&T building up and running. The only issue is, we are not entirely certain as to which phone lines are still operation. So far we&#8217;ve managed to get connected to the a few key people in the south, but a lot of the lines are still down. I must therefore ask that unless it is extremely vital to the city&#8217;s security, such as a fire or bandit attack, that people try to stay of the lines until we have sorted this mess out. We will bring you more information on this when it becomes available to us.

&#8220;Speaking of bandit attacks, apparently there has been some warlord terrorizing the city. So far it seems like he&#8217;s only targeted major instillations, but who&#8217;s to say where he might strike next. Thus, we here at the Voice would like to advise everyone to stay alert. Don&#8217;t travel more than is necessary. Make an evacuation plan. Figure out a hiding spot where you can lay low during an attack. If an attack seems imminent, get there IMMEDIATELY.

Character: Jonathan McNaire
Description: Late twenties; medium height; dark hair; clean shaven; occasionally wears small, round glasses.
Backstory: A longtime resident of the city, Jonathan McNaire has always held a love for his city. The son of Pvt. William McNaire, who served as a radio operator in the Great War, Jonathan developed a keen interest in communications, both the technical and social aspects of it. When he became old enough to work, he took a low level position at WMET. Through hard work and dedication, he eventually rose his way up to station manager.

When the world suddenly fell apart, most people in the area either tried to flee the city, or died due to disease, famine, or violence. It was Jonathan who managed to rally his coworkers together, bringing them to his apartment complex, which was then fortified and stocked with what little provisions they could find. After the chaos had settled down a bit, the former employees eventually struck out to try and reclaim the radio station. When they arrived, they found the building partially damaged due to a small fire that had broken out in the building next door. Though it took some time, they eventually managed to not only fix the equipment, but they also secured a small source of power to run the station.
Organization: Voice of the City The semi-official organization established by McNaire after the city fell apart. Its primary purpose is to provide information and entertainment to the masses. It functions less like a business, and more like a cooperative.
Personal Buildings:
-Jonathan's Apartment Building (&#8220;A&#8221;): the complex where Jonathan's apartment is located. It is now serving as the place of residence for all of Jon's coworkers after the landlord fled the city.
Organization Buildings:
-WMET Radio Station (&#8220;R&#8221;): the radio broadcasting station that Jonathan was manager for, and is now owner of.
-Metro Telephone and Telegraph Company (&#8220;T&#8221;): a large, concrete building that once belonged to the city's telecommunications company before the fall. It has been re-occupied by McNaire's people, as well as some former employees who survived.
-O'Grady's Pub and Grill (&#8220;P&#8221;): a pub that was inherited by one of McNaire's war buddies, Pvt. Conan O'Grady. It is now a hangout where members of the Voice of the City can rewind an forget (albeit temporarily) there woes. A veteran and weapons aficionado, O'Grady has several functioning hunting rifles and shotguns adoring the walls, as well as some ammunition. There is even a rumor of something a bit "heavier" hidden underneath the floorboards...

BUTTERFLY DOCTORS ANNOUNCEMENT
The Butterfly Doctors refuse to take a side on the current matters of the city regarding the work of the policemen, and we must also condemn the various attacks of vigilantes all over the town, actions which only threaten to hurt our city in all ways possible without any viable goal. Nevertheless, the Butterfly Doctors will continue working towards the goal of helping the city in any way possible, and as such, wounded and sick members of both police forces will be accepted into the clinic, for we must not discriminate in our work.

Please remember that consorting with the bandits is a crime. If they contact you, please inform the government.

If you actively aid them, it is a crime against the city, and we take our citizens' safeties seriously.

Citizens of our grand city, my compatriots and comrades, brothers and sisters. You know who I am; I am Rick. I ran for election to the Triumvirate, and now I have formed an organization to protect you - the common man, my fellow brothers - from the dangers of the outside and the oppression of those inside our own city.

And now I am going to bring you one step further into the light of liberty. Our grand city was founded on an election - an election for a triumvirate, creating a government that otherwise has no laws or regulations to govern how it functions, its limits and boundaries, the rights of the common man. A constitution. It's already clear that it's causing friction within the city, evidenced by the mess that is our tax system. And while I currently have no say in the government, as I am not a councilman, I believe it is time for that to change.

Rick demands a constitutional convention, to work out how the government works, the limits of that government, the duties and responsibilities of the government and its people. No more of this stabbing around in the dark. We need structure if our city is to survive; dates for when to elect a new triumvirate, how many terms they may serve, how and where they can tax...

I propose that along with this constitutional convention, we hold elections that will choose councilmen based upon these new laws that are being set down, now that our city's survival is a little more certain than it was a few months ago. I, Rick, and my fellows in the Aegis will host and cater this event, if need be. We will do anything to guarantee liberty, justice, and equality for the peoples of our great city.
