Hey, I know you said Powhatan, but is it possible to conjure up somethin from the Accawmacke instead? They are technically still a part of Powhatan Confederacy, even if they still had their own king. I spoilered the entry just incase it doesnt make the cut.

Capital: Nusswatocks

UA: Reign of The Laughing King
May receive other leader's intentions and activities on their Capital city upon exchanging Embassies. This Percentage is increased by each diplomatic relationship you had with them*. Tipping a civilization about invasion plan targeted towards them grants 15% of their Capital highest yield for 10 turns and also much higher diplomatic modifier.

UU: Black Boys
Composite Archer replacement for the Accawmack who was slightly weaker but came with the "Poison Herb" promotion, which causes its target to lose another 5-15 damage upon expending their movement point after being attacked. Never obsolete as long as you didn't lose your initial capital. Ultimately, Black Boys can be traded off to other civilization and city states for an instant higher diplomatic bonus when stationed adjacent or inside their borders.

UB: Wigwam Huts
More expensive than the Granary it replaces (80 vs 60) but also extend its bonus to give 1+ food towards all sea resources. Provide a one free copy of a luxury resource that is adjacent to your city.

UA: King of the Chiefs
Exerting tribute or annexing a :c5citystate: city state may reveal sources of the unique maize and corn resources. Building units may instantly improve bonus resources, which grant you +1 :c5food: food when improved.

UI: Yahuk
Unlocked at Trapping. May only be built on flat terrain near bonus resources, never on top of them and never adjacent to each other. The Yahuk will also grant the base yields of adjacent improved bonus resources and may spawn a source of maize. If built near fishing boats or on a river, increases border growth rate by 10%(max. 50, bonus for one Yahuk may stack up to 15%).

UU: Weroance
Replaces great general. Rather than building citadels, the Weroance may be consumed for :c5war: incorporating a tribe. This action may only be performed if you have at least one city state under your control, and will grant 2 era-appropriate infantry units in addition to making your units intimidate :c5citystate: city states 50% more for 10 turns.

Maize(bonus resource): +1 :c5food: food, +1 :c5culture: culture.may be improved with a farm or a Yahuk.
Corn(luxury): +1 :c5food: food, +1 :c5gold: gold, +1 :c5culture: culture. May be improved with a plantation.

Start Bias: Coastal
Capital: :c5capital: Werowocomoco
UA: Weroance
Units gain 50% additional Experience upon killing an enemy Military Land Unit within 4 Tiles of a foreign City or :c5citystate: City-State. :c5greatperson: Great Generals are earned 10% faster for each allied :c5citystate: City-State in the same war as you.
UU: Pawcussack (replaces Musketman)
The Pawcussack, unlike the Musketman it replaces, is an extremely able scouting unit, with its access to the Mobility and Woodsman promotions ably demonstrating that. Additionally, it starts with the "Half-Moone" unique promotion, allowing it to grant its own Promotions and increase the Experience gain of adjacent non-Pawcussack Military Units. Upgrades to Rifleman.
UB: Quiocosin (replaces Temple)
Cheaper to build than the Temple it replaces (80 :c5production: Production vs. 100 on Standard game pace), the Quiocosin allows for much easier relations with City-States. Religious Pressure to City-States is doubled, and the resting point of :c5citystate: Influence with City-States who share your religion is increased by +5 for each Quiocosin in the Empire (max. +25). It also generates +1 :c5gold: Gold rather than cost any Maintenance. Requires a Shrine.

UA: Tsenacommacah: Demanding tribute from neighboring :c5citystate: City States does not reduce :c5influence: Influence and has a chance to puppet the City State. :c5puppet: Puppet Cities have no :c5occupied: Occupied unhappiness and provide 25% of their highest yield as Weroance points.

UU: Weroance: Replaces the Great General. The Weroance gains XP from kills by adjacent friendly units or whenever a nearby city is annexed by the Powhatan. Upon acquiring enough XP (Level 3 maybe?) the Weroance may upgrade into a Mamanatowick, which provides a 20% :c5strength: Combat Bonus against cities to nearby units and increases border expansion of cities it's garrisoned in by 33%. Every Mamanatowick makes your units 25% more intimidating towards :c5citystate: City States. Cannot build Citadels.

UU: Tomahawk Warrior: The Tomahawk Warrior is cheaper than the Swordsman it replaces and, ordinarily, weaker (12 :c5strength: Combat Strength vs. 14). However, when trained in a City that has an improved Iron Tile within range, the Tomahawk Warrior's :c5strength: Combat Strength rises to 14 and it is even cheaper. Additionally Tomahawk Warriors trained in Cities without Iron start with Survivalism I, and those trained in Cities with Iron start with Medic I. Upgrades to Longswordsman as normal, but does not require Iron.
 
weaker than swordsman, but has the strength of a swordsman?
 
If I've parsed Uighur's UU correctly, it means that if you train a Tomahawk Warrior in a City with an improved Iron Tile within range, it has the Combat Strength of a normal Swordsman and is even cheaper. Hope that helped.

Also, Uighur, why is your UU adept at deforesting when that was one of the things the Powhatan Confederacy took particular exception to when the English did it?
 
In fairness, the full sentence wasn't much clearer. Have a slightly tidier version, mildly edited to remove the... unconventional choice of unique attribute.

It's also worth noting that what we think of as a tomahawk wasn't what they originally were; the root word is just an Algonquian dialect word for war club. The highly decorative axe blades came later. Hope that's helpful. =]
