anime re-read Dan Magaha FIRAXIS's post. You can pillage your opponents road so they can't use the resource but you can't sieze control of the resource in your opponents borders unless you destroy/capture the city whose borders the resource lie within. Therefore you can't give back what you never had.

I have to admit, a few months ago I was totally against having units be built because of a resource being supplied to the city. But now that I've had some time to think about it, and I see how it works in the game, I LOVE IT! Now you can hinder a civ's military expansion by controlling certain areas.
