I don't think that inland sea gives 3 food. Also, how do you get 2Hs with the Portugese? 1 from moai and that is it.

Yeah but Portugal doesn't have a financial leader, only the dutch do, so, they are matched in commerce, however, the dutch have the advantage with their UB, the Dike.

So, the right answer is:

My question will be an easy one, I think: Give me one 1 on 1 battle where upgrading your unit will give you worse odds in combat.

*edit: and for a bonus, a battle that doesn't use any specific "vs XXX" from a unit.

I took 37 attack subs and gave them all flanking I, flanking II, tactics, navigation I + II, and blitz. I gave them a comparable stack of barbarian battleships to attack.

For my experiment, the first battle didn't count. 90% of the time the sub is taken down to 4 hp and withdraws, else it wins. Then with blitz and navigation, can attack with <.1% chance of winning 8 times, with >99.9% withdrawal. Due to the subs doing better than usual, 2 of them did this 7 times.

I had 294 withdrawals and zero casualties. The odds of this happening if the max withdrawal is 90% is: 1/(0.9^294), or 1 in 28 trillion.

The save (3.17, not HOF) where I did the experiment is attached. The picture below is before I added a lot of extra subs. If the odds were 90% I was reasonably certain I would get a casualty in the initial stack below.

Not in unmodded game. Max withdrawn is coded in XML to be 90% . If a promo can give a unit more than 90% withdrawn ability, it will simply not appear in the interface.
I didn't said that if you go to WB, you couldn't get 100% withdrawn ( you forgot Guerrilla III :p ). I said ( and it was in that context that DanF also spoke ), that in normal game, you don't have acess to a promo if it will give you more than 90% of withdrawn probability

Saw this above ... but it is not valid! The question specifically says your battle odds worsen.

Give me one 1 on 1 battle where upgrading your unit will give you worse odds in combat.

You cannot generate battle odds when (trying to) attack with a MG because you cannot attack. Null battle odds cannot be compared to valid battle odds.

yeah I just double checked that by giving exp instead of promos directly and intended to edit the post if you hadn't corrected me already. Glad I didn't try to do that in a real game. 90% withdrawal is not worth a great general. You have to do tactics and flanking I to get 90%, denying you access to first strike immunity, since if you do two flanking first you can't get tactics. So under no circumstances should a gg be attached to an attack sub, lol. That's very disappointing.
 
I don't count the gren to MG stupidness.

But yeah, Infantry to Sam Infantry would count. Stupid upgrade 99% of the time, but it counts.

You can also get other fun ones like on in a city, Quechua (2, +25% city defense,+100% vs archer) to spearman, when attacked by an archer (4.7 to 4.4).

Or your biggest difference I believe will be maceman vs conquistador on a forest hill fort, to maceman vs. cavalry on the same square. 8 vs 30 to 8 vs 15.

You pass from a possibility to win to not even a snowball chance in hell to win. If that is not worsen your attacking odds, I don't know what it is ;) ( but, as i can't awnser this question, this is all wind talk :D )
