civics change without my knowledge

After I have chosen a certain civic, say "representation," I will continue the game and not check this menu option for a century or two. Then often, when I finally do check back, I am surprised to see that it has changed to, say, "despotism". What causes this change, and why am I not given any notice or warning of this change?

are you sure you didn't forget to click the revolution button? because if you change the civic and don't do a revolution, it cancels your change.
 
Smjjames' suggestion seems most likely. The only situation where your civics can change without you deliberately changing them is if the UN votes in a universal civic for one of the columns. Then yours will change automatically, but it could not be from representation to despotism as you gives as your example, since Universal Sufferage is the universal option in that column,
 
even then, there is a popup saying that is what happens. For a new player it might not be that clear, but it won't cause what you described.

Also, theres the possibility of another civ asking you to change civics, but it makes no sense for a civ, even an AI one to switch to a beginning civic from a more advanced civic.
 
Does your leader have a spiritual trait? You might not notice that the civic changed when you exited the screen

If you don't have a spiritual trait then you should have had at least one turn of anarchy, did you?
 
This has happened in many games: I always change out of "Despotism" when I get "Monarchy". I'll periodically check my various Civic options, and might change other options (Religion, etc), but never do I manually go back to "Despotism." Then I might not check for a few centuries, and then at some future check, it will be back to "Despotism," without my doing.
 
Uninstall and reload the game to flush the gremlin. That is, if you are absolutely certain that you changed civics and the game is reverting to despotism, which is most unlikely.
 
I would make sure you are not canceling the change. Make the Civic change like you normally do then go back and look at it again. When you make your changes does your civlization go into anarchy? If not then check if your civ has the Spirituality trait.

When you discover a tech that gives you a new civic you are asked basically if you want to change or stay as is. When that occurs what do you do?
 
If you are in one of the government civics by use of the pyramids and have not yet discovered the corresponding tech, losing the city with the pyramids will instantly change you to despotism.
