I remember some time ago I mentioned that I had extracted the city set models from CIV V. I was wondering, is it possible to put them into CIV IV? If so, we could have a complete series of Cityset graphics across the eras. :)

I had some option on an old computer with win7 and Bleder v2.78 or so. Unfortunately, the old computer is no longer with us and I don't know how to do it on the new one in blender 4. I'm sorry :(

I'm considering making a paid commission to make CIV V City models into CIV IV citysets
I understand your need, but I don't have enough time to search and learn new things if they don't serve my needs as well.
There are people who used to work for civ4 and are now just as active in civ5. I have done some nif models for them in the past and they then converted them to civ5. I don't know who it was anymore because my old computer is gone. I believe you will definitely find someone in the civ5 community.
