I am the Hittites with Culture - Middle Eastern.
I have discovered Sailing.
I have a city with Murex in its vicinity but it is on Topical Coast (no "Coast").
The city cannot build Culture - Phoenician.
(It is not already built elsewhere).
Is this intended (cannot build Phoenician on Tropical Coast)? Or an oversight?
Nevermind-it finally showed up as available. There must have been some other requirement I overlooked.
