The manual mentions compassion civics, like basic care, public healers, Sacrifice the Weak, etc.

I can't see any mention of this ingame, though. Sacrifice the weak is the only visible one, and it's just mixed in with the cultural values section.

Am I missing something ?

It got cut in .40 . Kael and co decided that it wasn't really worth keeping

If they cut more civic groups, we soon will be stuck with the "old civ" choices Monarchy, Republic, Democracy, and Communism.

Bah, it doesn't bather me so much since really there isn't much of a choice anyway.

About the only thing I find myself missing is something to get when medicine is researched. Kind of a weird, dead-end tech now.
Also bugs me just a bit that Sacrifce the Weak has to compete with a bunch of other useful civics. Not that I take it to often, but it does cut into the options a bit.

I wish it was more like in SMAC.

EDIT: Especially population boom would help Calabim enormously.

I find Way of the Wise is pretty weak now.

I'm thinking that I might just bring back both the Compassion civics and the Education civics (which were removed back in Fire, iirc) in my version.

Or medicine could prevent plagues, aka random events which would strike cities at random, removing some pop and injuring the units.

Having medicine halves the effect of blight? Be a darn good reason to rush for it. Make it one of those "must have" techs for certain games.
