Technically it is broken, but you can still get the achievement by hacking your XML files and changing it from "0" to "1" then circumnavigating.

The number is just rounded down. This one is not broken, there are just fewer than 0.05 % of the players who found the time/opportunity/interest to sink 357 ships when playing as England.

I guess it's like late trains. Cancel a train that's late so the next ones don't run late and you have fewer late trains...A bit sad to see Firaxis add new achievements without fixing the bugged ones. I guess they have their schedule of releases to follow and don't care about fixing the previous releases....
With a comment like that I didn't need to look at your location to know you were British.

Just received the acheivement "have a city sacked by barbarians" (can't remember the exact name). In fact, barbarians in Civ 5 do not conquer cities, they just take gold from the cities they invade (I lost $200, playing the English on standart map and standart speed). Also, the barbarian unit that sacked Nottingham (I suspect it was Robin Hood and his band) disappeared after the sacking.
They had an archer firing arrows turn after turn and a warrior adjacent to the city. When the city had its defense in the red zone, the warrior attacked and promptly vanished, taking $200 cash with him.

Exactly. Couldn't tell for sure 'cause my Steam is in French and only some of the achievements are direct translations (this one in French reads "Le coup de massue", something that coulb be translated as "A devastating blow").

With the sort-of-announcement on the new DLC, steam has updated the global achievement stats with the names, descriptions, and icons for the other 12 new achievements. In addition to the Inca/Spain wins previously speculated the rest appear to apply to a New World Scenario. See http://steamcommunity.com/stats/CivV/achievements/ to take a look for yourself.

Could it be that the "Tomb Raider" achievement is actually not bugged ?
I'm seeing 0.1% of the players having it on Steam right now. Or is there some sort of "unofficial" fix somewhere.

I would agree that a nonzero % would indicate it isn't completely impossible. Either that or someone has come up with some way to cheat achievements. I would still call it "bugged" though since it obviously isn't as simple as the description. If there is some sort of fix like for Magellan, I haven't heard of it and I tried a couple of likely XML edits that didn't help when I was attempting it.
