Computer illiterate question about editing/rules changes

I'm playing on Marla's Map scenario and forgot to implament the minor rules tweaking (Naval movement/corruption rates) before I started playing.
I'm way too far into my game for a practical restart; is there anyway to use the editor on a saved game?

If you modify the civ3mod.bic file, I believe you can alter unit statistics and it will take effect on saved games. I'm not sure you can do anything about the corruption rates and still play.

I don't believe editing the .bic will modify the save games (at least in my experiences). I am sure someone has posted on how to use the editor, do some looking around in the threads.
