I was going to guess at 8GB Minimum, but having seen others posts - being able to run at 4GB makes sense if a lot of people are still using that much as specially on laptops. However (pure speculation on my part) if you have less than 8GB it will run but performance will be poor.
Which means that if your current computer is one of about 10% (per steam stats) that is 32 bit, that it won't.
The other key thing is that even BE (in the same engine as Civ V) dropped DX9 support, so if your computer can't run the DX11 mode of Civ V well it is likely to have problems with Civ VI.
^^^ This will assume that Win 10 will be needed to be able to use the DX 12 APi's. Lots of good performance promise for DX12. It makes me happy to read that thread!
I think expecting to run civ6 with 4 Gb is unrealistic. Sure, it might still play but I doubt it will be a good experience. I know I was able to play xcom2 with only 4 Gb but it was a poor experience. When I upgraded to 16 Gb, the game played much smoother. I would expect a similar experience with civ6.

Basically it most likely means there is both a Windows 10 DX 12 version and a Windows 7/8 DX 11 version of Civ VI similar to how Civ V had both a DX 11 & DX 9 version.

Yeah, there's no way they'd drop Win 7 support, looking at the Steam hardware surveys. But if I'll get a DX12 card, might as well take the full benefit out of it.
Unfortunately, it usually does. However, you really didn't need any top of the line GPU to run Civ V with max settings, and it doesn't look like they're making the next Crysis.

well, that could be the min spec right there, at least for the win 10/dx12 side.
Nvidia is widely recognized to do all it can to have the best performance. Sometimes with anti consumer methods. The battle of the benchmarks is a real deal and does not happen entirely on the hardware side. Ever heard of gameworks ?
I was never able to complete an entire game of Civ V until last year because of system demands. I'm hoping that it doesn't require a top end machine (even though I have one now) to keep it from dragging. I'm going to buy it no matter what, but that's my biggest concern.
Secondarily, better support for custom scenario building would be awesome.

I have android phone and tablet, but I was disappointed years ago, that it would not play windows games.
