What if they do Phoenicia latter? I know almost impossible odds, but in the base game both Carthage and Phoenicia appear as separated IP's so we can dream of. Also this kind of overlap will end up being common in the future, we're sure to see multiple versions of China, India and Arabia in the Exploration Age, so two Punic civs in Antiquity wouldn't be so out of the box.Still modding the civ's name to Phoenicia and its capital to Ṣūr

I think there would be a lot of overlap because even the gameplay style would be very similar, but who knows... I'd expect that level of overlap if the game ever went beyond 100 playable civilizations.What if they do Phoenicia latter? Just out of curiosity, what about the picture indicates Rosh Addir (aka Rusadir/Melilla?) to you?(or, based on that picture, possibly Rosh Addir)
Yeah, they both existed in Humankind, but Carthage came an age later. They also had elephants as the UU instead of a naval unit.
