Crowdsourcing organizational charts?

I'm looking for an online wiki-like crowdsourcing tool for Civ 5 policy trees like this:

I moved my project documentation to a wiki so anyone can update it. That works for text or tables, but not visual diagrams. I looked around and found some sites like wikiorgcharts.com, but they appear to be for professional companies; I wasn't able to create an account there without a corporate email address. :think:
 
You could do it manually in OpenOffice's clone of MS Powerpoint. Or just use Powerpoint.

Maybe Google has a free-tool for it as well?
 
I just gave Google Doc's Drawing tool a whirl, and it seems like it might have the features you need. You can add shapes, add text to them, anchor lines to them, and, if it's like the other Google Docs sections, the collaborative editing should be quite good. I used the Word equivalent in a few collaborative editing sessions in college, and it was pretty incredible how it instantly and seamlessly integrated. Only downside I see so far is you can't mix, for example, italic and non-italic text in a shape, at least not that I could find quickly.
 
I believe Google Docs requires group membership to access a document; I'm looking for a wiki-like interface anyone can edit. Do you think it's possible to do that with the docs? I have not used that google feature in years.
