No, because Canada have never hosted a world cup. The country he wanted was going to host the World Cup for the second time in 1978. I think it was always supposed to be Argentina, but after the 1976 junta there were severe doubts about whether the tournament would go ahead. Once the new regime convinced the football authorities that it would be safe to play the World Cup then they didn't alter the host country. The only prior countries in the Americas to host World Cups were Uruguay, Brazil and Chile (and Mexico, but they were part of the question) so it has to be one of those. But which? :(

I want the country that was appointed in 1978 to host the WC in 1986. But because this country gave up in 1983, Mexico was appointed to host it for the second time.

No, it was not the US. It's a south american country and it never hosted a WC.
