Aztec 19 (22 - 3) Too overpowered, and forces you into too narrow a way of playing - you have to run worker boost policies and use your most productive cities to churn out workers, and you can NEVER self-build a district in a less productive city, so your choices are very limited.

America =12 (15-3) The founding fathers ability is the passive ability of a generic passive ability. It's so passive that I don't even notice it. Yes, it probably is not that bad. But it's the most boring ability in the game.

France 12+1=13 - I'm buying France another "life". Seriously, this is overhated. Doubled tourism bonus on wonders is good, and it's even better when you have bonus production on wonders of three eras! Catherine's flying squadron may be useful to find out hidden agendas of leaders earlier.

Rome 17-3=14 - For me, free roads are pointless and Trajan's columns are decent at best. I see it as weak civ. And also - what victory is good for them? What bonuses they have towards at least one victory? I don't see any.

Australia (22+1)=23 Land Down Under is a good ability (more housing in Coastal cities, grabbing land with pastures, yields in districts with Charming or Breathtaking), If the player could get the AI to declare war on them, they get a boost in production. Also, by liberating City-States.

France 11+1=12 - France is underrated. Wonder tourism itself is somewhat weak, but doubled wonder tourism can be pretty good help towards culture victory. And especially when you'll build a lot of wonders thanks to the bonus production on wonders of three eras.

Greece - Athens 21 - 3 = 18 (Weak bonus except in the late-game; AI are too quick to seize suzerain off you at any given time, or kill your city-state allies. Sparta's culture bonus is far greater, and not just because it packs a huge punch early).
