It happened maybe five times since the last version came out. Usually such a change also isn't a vital bugfix so it would always be possible to finish the current game before updating.I'm considering switching to SVN. About how often is there a change which breaks all previous saves?

All stability modifiers are zero. Stability appears to simply have been removed. This is not scenario-related.
EDIT: Actually, civs do periodically seem to collapse, despite the total lack of any information regarding their stability. I did get a few python exceptions upon spawning, but I haven't changed anything.
Stability now only forces a check on certain events, such as declaring war, trading techs and razing a city, among others.
This is, at least, my understanding of the current mechanic. It's possible to stay static for a very long time.
I believe all my stability ratings as the Mongols were all 0 for 15-20 turns or so in my most recent game.

What does it mean? Does it have something to do with the new congress mechanism (whereby a congress is triggered at the end of a big war)?
