Your terrain suggestions are good, especially the rivers. I'm not sure if I agree with the resource distribution, would need to think it through. I know that Berlin is too far east, but considering how tight Germany is it's the better position from a gameplay point of view.
Same with Prussia's spawn: Germany needs to be their core, so they flip it in 1700. It's also necessary to speed them up (they're lagging behind enough already), which happens for many civs (all of Italy flipping to Rome in 753 BC). I think it's justifiable since most of Germany was unaligned, in the Prussian sphere of influence or acquired by them until the Congress of Vienna. Conquering all of Germany is interesting, but I don't think it's feasible given the scale of the map and the available amount of time.
Another angle is the AI. It can't be relied upon to actually form Germany.

IIRC Berlin is founded in 1700s.. so a pre-placed Berlin in 600AD is not historical.
Why don't you set Germany flipping is for AI only, btw? It'll be more fun for the Human too![]()

I've changed them to consider only Austria their core after Germany spawns (technically a "rebirth"), did that happen to you on the latest revision?Leoreth, at the moment the HRE respawn is really messed up. They respawned in 1950 AD, flipping almost all of the core of the Germans. Shouldn't they just flip Austria/Balkans, or is that impossible?
