This is completely random, but I really have to praise you for the democratic civics, and how they explain the polarization of American politics, intentional or not.

Conservatives tend to hail from the food-poor areas of America , ie Alaska, Texas, and therefore support running the Representation civic because it makes these food-poor cities more useful, while liberals tend to come from the food-rich areas, like the East and West Coasts, Chicago, etc, and support Egalitarianism because they can support many specialists, therefore rendering Representation fairly weak compared to Egalitarianism.

Or I could be reading into things to deep and this is completely unintentional. In any case, carry on.
 
The founding fathers actually planned that with this game in mind,
 
Phily makes both Washington and New York rather bad, and since I've never seen the AI not settle New York, you'll almost always have Philly + NY, making Washington horrible with the need to share tiles.
 
Would it be crazy that the US AI flip zone is larger? I can colonize all mid and western US as Japan without flipping.
 
The Louisiana purchase could somehow be coded into the game, though I have no idea how at the moment.

Considering the U.S. only acquired these regions by the end of the nineteenth century, that would be rather crazy indeed. There are few enough non-flip zones worth settling atm, let's not further reduce the number.

(By the way, the U.S. gets a conqueror event targeted at the Western U.S. when they discover Railroad).

A while ago there were reports that the AI would always decline slave trades. Is that still current? If so, I would appreciate some saves where that is the case to track down the reason.
 
New commit:
- changed the Mercenary promotion to +2 extra upkeep and cannot be upgraded
- hurried units start with the Mercenary promotion
- no extra unit upkeep for Mercenary civic
- reduced unit hurry costs
- removed +50% Great General emergence from Warrior Code
- increased barbarian pressure overall, but especially against China
- reduced AI China tech speed
- reduced focus of unit production for AI China
- English UP now caps city distance for maintenance at 10 tiles instead of disabling it completely

How does this interact with the Phoenician UP? Is their UP now just reduced hurry costs and pre-Currency Mercenaries, or do their hurried units avoid getting the Mercenary promotion?
 
Oh, haven't addressed that yet. Currently their UP only gives Mercenaries from the start and further reduces hurry costs, but the upkeep is unaffected. Not receiving the mercenary promotion sounds like a good effect.

I'm going to be optimistic and assume that this was the reason behind all the latest crashes. In case you're curious:

The crash happening during the turn of the first minor civ (independents). While considering new technologies to research, they have to check whether they can build the buildings enabled by them. Whenever they tried to check for the Trading Company building, the code that counts their number of colonies was triggered. Since colonies are cities on another continent than their capital, the game crashed when trying to access the independent capital (because it doesn't exist). Now minor civs automatically have 0 colonies.
 
Before anyone tries to resume previous saves plagued by this bug, unfortunately that won't work. The larger commit two revisions earlier changed the savegame structure so they're not compatible anymore.

So I'm afraid you have to start over, but at least chances are high now you'll be able to finish that game.
