Of course, there is more to a democracy than just the system of voting and power. It requires other institutions, such as a free press, the respect for law (willingness to abide by the system and see it as rational/authoritative), and an appreciation of transparency.
'Zactly. The etymology of "democracy" implies rule by the people - which requires free speech and transparency in order that the people know what they're voting for. Boiling "democracy" down to the mere casting of ballots misses the point. And of course, dictators like Musharraf of Pakistan would love to miss the point, yet claim the label.
Why democracy? Because of the two political forms that are consistent with the fundamental moral equality of persons, democracy seems to work better than anarchy. So far.
