I'm no expert in SEA so bear with me. Either way here is my idea of Siam for Civ 6.
Siamese Empire (Siam)
Leader: Rama V
LA: Sukhaphiban- Aqueducts, Dams, and Canal Districts grant major adjacency bonuses toward Theater Squares, Campuses, and Holy Sites. An Entertainment Complex or Water Park next to one receives an extra amenity to the city when built. Cities with an Industrial Zone may complete the Sanitation city project. Upon completion gain +15% production towards completion of Aqueducts, Dams and Canals and other city projects within the next 10 turns.
UA: Mueang Thai- Receive the benefits of the suzerain bonus of a city-state as long as you have at least 6 envoys there, even if you are not the suzerain. (It sounds good to me but not sure if it's too crazy of an ability)
UU: Jingal (Replaces Field Cannon)- May attack twice if there is movement left. Stronger on defense than other ranged units of the era.
UD: Floating Market (Replaces Commercial Hub)- Gains major adjacency bonus from rivers and Aqueducts, Canals and Dams). Gains culture equal to gold output. Culture turns into tourism at flight.

I am endlessly amazed that in six incarnations of a game called "civilization," Assyria has only been included once, and only because one of the developers had an interest in it. 

(While 22 would be an inherently controversial civ choice, to be fair Robert E. Lee would probably be the least controversial leader you could select for it.)
Also, I'm surprised you didn't mention 18 in your list of controversial Leaders I had in mind. She would most certainly be more controversial than Thorgest, IMHO.
