Everyone should send orders to peter, yes. Even if he can't get the program to work, he could still gather up all the orders (including mine) and then pass them back to me for resolution.

No, in my opinion, if you haven't sent in orders bad luck. I agree with the strict approach.
It's very easy to request an extension. If no extension is requested, I don't see why the game should not move on. Clearly, we won't always be able to hold to every deadline. But that's what extension requests are for.
The deadline is now 11 hours away. I have received all preliminary orders. If it's unanimous, I'll process orders before the deadline.

I agree with hold orders being issued if the deadline is reached and no orders are in. This game is now at a stage where most of us can write orders as soon as a turn is adjudicated.
Actually it's not that easy, I could not get an extension any more, now that we're within 24 hours of the deadline.
But I see the intention to speed up the game and for that sake I will try to assemble some orders in time...

In practice, I think it's reasonable to assume that at 25 hours before the deadline you'll know if you need an extension. And if someone posts an extension request at 23 hours, I think that's probably fine. But if someone does that every turn, I will lose patience very quickly. At the same time, it is my job to accommodate your ideas for how you all want the game to be administered.
So after I post the update, we can discuss changes to the 'Ruleset' that I posted in #449
