The First Holstein War
Late in 1899, the Russians had exploited claims as protector of the Orthodox people of the Balkans (a hangover from Ottoman days) to invade Romania. The Triple Entente did not want to support Russian power in the Balkans, so the Treaty of Paris had disbanded it and it's counterpart, the Triple Alliance.
The primary reason for this treaty, in reterospect, was the French desire to seize Spanish Morroco. Under the assumption that Britain would permit it for fear of disbanding the Entente, the French government had plotted for some time to invade. The British were not willing to accept this, but knew as long as the Triple Alliance existed they had little choice.
