All of these have at least 4 EPs per turn, adequate militaries and expansion potential.

Tempted by Sinhala or Navarre but I probably shouldn't commit to another game since I'm already promised to Pandas and Scandinavia needs me... unless das is planning a break on it Also, I'm going to Egypt for two weeks on the 3rd so I'd have to be NPC'ed for 2-3 weeks anyway.
