That seems unlikely. The big hold-up is probably because they relocated internal resources to XCOM and working out the cross-platform multiplayer issues.
Food for thought:
If the DLC has only one civ, then the first achievement is for "win as the leader" and the second is a circumstantial achievement. The third and fourth are for the scenario.
For Persia/Macedon, the first two achievements were "win as leader" and the third and fourth were the circumstantial achievements.
So, what is more likely for them to oops on, two in a scenario or two circumstantial achievements? Or maybe I'm just reading too much into it.
Or in a moment of madness they've decided to completely change the leader they are releasing at the last minute and just swapped the "win as leader" and "do a random thing" achievements for different ones.![]()

Then it would be 1 & 2 or 1 & 3 or 2 & 4 that changed.
For two mistakes it would have to be more likely that it is the same word, AND that word would not be in 1 & 2. Which means that it would be more likely that it is related to the scenario.

I don't know. I haven't been following it closely. But if they work anything like Bioware, they only have a core group of team leaders who stay on a project full time. The underlings get shuffled from back and forth from Mass Effect to Dragon Age to SWTOR to whatever their new IP is, as priorities demand.
As an example from Firaxis, I noticed that the character designer who has done the models for the Civ VI leaders is doing art support work on War for the Chosen. He was bragging on Twitter that he made the faces on the new Chosen bosses.
I'd also note that Firaxis has had a posting for a senior software engineer up for a number of months, so they may be a little short staffed in general.
Aren't they still looking for a UI designer? Or was that just a running joke about the unmodded state of the game, and they never were?![]()

Nothing, I'm sure, if you use mods...which I don't.Considering both the Earth map and the Random Earth map by Firaxis in Civ5 were just fine, I don't see why a decent quality Earth map is too much to ask from Firaxis in Civ6. The current one is Standard-only and is so badly and inaccurately drawn that I'm reasonably certain a child could draw a better one.
