After reviewing the proposed NoScore 2.2 in detail, I would like to vote that we stick to NoScore 2 since the proposed changes effectively eliminate the era of the Tall Ships which is the best part of a naval scenario in my opinion.
Ironclad. Movement increased to 3. Limited to coast until discovery of Astronomy
The new uber-Ironclad is identical to the Ship of the Line except for the fact that it has strength 12 instead of 8, which means the Ship of the Line is never going to be made and Military Science is never going to be researched.
This change turns the ironclad into the uber-powerful must have vessel that has virtually eliminated the era of the privateer, frigate and ship of the line!
Transport. Coal added to resource list (Coal OR Oil OR Uranium). Limited to coast until discovery of Astronomy
This option brings transports into play much earlier as it bypasses the requirement to research scientific method, settle near an oil resource and then develop the oil. The era of tall ships, which is the heart of most naval scenarios, is much shorter due to the earlier arrival of transports. Longer range invasions of larger numbers also begin to happen much earlier as a result of the earlier transports.
A ship designed to transport troops becomes the most powerful naval unit with no effective counter other than enemy transports for an extended period.
Destroyer. Now requires Rifling (Combustion+Rifling). Limited to coast until discovery of Astronomy.
Destroyers are meant to be the defense against transports and delaying their production means that a transport ship becomes the most powerful naval unit on the seas for even longer.
Battleship. Now requires Artillery (Industrialism+Artillery)
Delaying battleships doesn't really have much of an effect either way as far as I can tell so I am not sure why it is necessary.
