I have decided to use a similar pattern for the drow city graphics.

Are you getting citysets from the database? I think there are several already finished. And if you need more let me know which.

I created my drow city art using the southeast asia cityset as a base and reskinned it. The human civs will use various citysets from the database. I'll use the orc city set from the database as well.

Still needed is a good elf city set and a dwarf city set.
 
I think hrochland did a dwarf set with GeoModder's help. I think.

Elf city art is a pain trying to incorporate trees and such. If you use trees as half of the base models it might not be too bad. Let me look at what I have laying around.

I thought someone put together a cityset for him. If I borrow his models and make 1 dds it's doable.
 
You need 1 512x512 dds for all nifs. You can have 1 to a million nifs per cityset so long as they use the same dds as a texture. 256x256 isn't good enough from my experience and 1024x1024 might be overkill. We've used 512 for SMAC and also SotM so far.

It sounds much worse than it is with some experience.
 
Speaking of coding...are you starting from scratch or using FfH2's base once Kael converts to BtS?
