Elimination Thread-Returning Civ 5 Leaders

The 39 contenders in this game are the leaders which appeared in Civ5 and its expansions but have yet to be seen in Civ6. Montezuma II, Pedro II, Gandhi, and Alexander do not appear, for obvious reasons. It looks like this game will take longer than my first one. :p

The objective is to eliminate Leaders you are not interested in returning and upvote those you want to return.

Standard Forum Elimination Game Rules:
1) Every 24 hours, you add 1 point to one Leader you want to see and subtract 3 points from a Leader that you are less eager to see return.
2) Each Leader starts with 20 points. First Leader eliminated takes last place, and so forth. Last surviving contender takes the Gold!
3) Give a reason each time you vote for why you chose as you did.
4) Don't comment in the thread unless your post contains your daily votes.
5) Don't get upset because Leader X wasn't included or because Leader Y was. This is based purely on those Leaders which have already been featured in Civ5.

Enrico Dandolo 20+1=21 - I really liked playing as Venice in Civ V. I wouldn't really mind seeing the greatest doge of Venice again, especially if they give him the ability to settle more cities, since the Republic of Venice controlled a lot of territories during his reign.

Maria I 17-3=14 I don't mind having not so great leaders thrown in the game (I'm up for Charles VI of France or Ivan the Terrible), but they need a fun or interesting agenda ad go with the theme of big personalities. The only thing I could think of that is remotely interesting is that she retreated to Brazil when Napoleon invaded Portugal.

Ashurbanipal 22 (21+1) Assyria is one of the civs that I miss most, and while there is an abundance of other valid options for this civ, I like Assurbanipal to return because of his famous library (many others would be military leaders - or traders if from the old empire). I'd like to have another science orientated leader from ancient times.

Pachacuti 17 (20-3) I think it is time for his son to make his first civ appearance. Or a more obscure early ruler, like Inca Ruka with a nice early conquering or CS integration bonus. The Inca were masterful at integrating other tribes with marriages and conquering. This has played no ruler in the civ versions so far.

Harald Bluetooth 21-3=18. Don't get me wrong here, Harald Bluetooth seems like a good opponent to me, but he's just too similar to Harald Hardrada, both in the civ bonuses and in his name. I would love to see a different leader for Denmark though.

Attila 14-3=11 The Huns were a literal modern definition of a barbarian. Plus their real life cavalry horde temporary settlement way of life does not mesh well with the core gameplay with civilization, Empire building by city building.
