The People's State of India would also like to hammer out the specifics about giving Pagan the mineral resources on Diego Garcia. We would be happy to pay the maintenance costs for such an operation as well as the costs to ship it to Pagan, but upfront investments in such an operation will have to come from Pagan, the People's State of India feels that it owes its people too much of an obligation to them to spend their taxes on such a venture. We hope that Pagan finds such an arrangement to be fair.

The current number of mines should be sufficent, but if they ever prove not to be then Paga will cover their expansion costs.

The UEC would like to establish av formal research agreement with the nations of India and Japan, seeing as we got along well during the conference of Bombay, and in face of an aggressive Chinese upstart.

This seems quite agreeable. Also, this should probably have gone without saying, but Japan is offered the same deal from Paga.

Edit: Also, Pulias has the Chinese Mech tech listed but the Republic of China hasn't had the P-IC tech they got in exchange listed for them.

Pulias and the UEC traded Pulias Industrial Complex and Coalition Armour technologies with each other before the game start but this is not reflected in the technology list.
