The forces of Ara'lui remain in the basin of the Peko, this is true. However, they do not do so at the behest of Qasaarai. Indeed, we have not heard from the Emperor for over a decade, and fear that his mind has fallen into a dark place of madness.

We have withdrawn from the lands of the Airani in peace, as we have vowed to do. We have held scrupulously to our peace. But we have made no promise to callously abandon the lands of our cousins across the Lovi. We are aggrieved that you would think us to be breakers of promises. Ara'lui shall protect the lands and peoples of the Peko and the Lovi coast, but he shall not exert offensive force beyond these boundaries.
 
The Halyr is indescribably outraged at the suggestion of the Sarafaio that he intends harm to the peoples of the Peko valley or Astria. The Sarafaio has a very short memory. You might call them cousins - we do not know what that word means to you - but to us they are brothers. The Peko was Siran for long centuries before the interlopers of Qasaarai's misbegotten dynasty usurped the rightful rule of that place, and all know that the Astrians are the most devoted of the Faithful. If you are not there at Qasaarai's request you must be there as conquerors and enemies. If you are there at Qasaarai's request, your 'protection' is nothing but Qasaarai's oppression and enslavement wearing a slightly different guise. Either way, I have not passed through Immolation and Desolation and Ordeal only to abandon my brothers to your vile rule at the last.
 
The Red Chamber, in its magnanimity, deigns once and once only to offer the Parthecan Crown the blessing of peace. It shall be thus:

The Treaty of Toulai

i. Parthe shall immediately cease its war against the Republic of the Daharai, against Farea, and against Rihnit.

ii. Parthe shall withdraw from Naelsia and Auona any men it now holds or has ever held under arms, and likewise shall it withdraw its ships of war. Rule of Toulai and the lands about it shall be restored to the country and Crown of Farea.

iii. Parthe shall cease any and all military aid and contribution to the Leunan Republic in its war efforts, or to any other foe of the Republic of the Daharai. Any ship of war of the Parthecan Crown, or any ship of war or armed vessel in any way beholden to that Crown or its subordinate Princes and Lords shall depart from the Leunan Sea, from the Cyntal Sea, from the Kbrilma Sea, from the waters that surround Naelsia and Auona, and from any Sea that abuts the lands and territories of the Republic of the Daharai.

iv. The Parthecan Crown shall never again make war upon the Republic of the Daharai, upon Farea, or upon Rihnit, unless one of these powers should first make war upon Parthe. In return, the Republic of the Daharai shall seek no vengeance or retribution against Parthe for its aggression, and shall make no war upon Parthe, unless Parthe should first make war upon the Republic of the Daharai.

The Seal of the Red Chamber and the Signature of the Exarch Eandar are affixed, binding the Orders of the Daharai and the people of Spitos to honour the Treaty of Toulai

And so my Southern Adventures come to an end.

It begun as an anti-pirate venture as the Old Senate of Leun was on the verge of collapse.

The Leunan colonies, open to attacks by the Pirates, were granted Parthecan protection even as the New Senate was formed. The New Senate and I disagreed venomously, and declared war. Only through great effort was our peace maintained.In exchange for the New Senate ceding their colonies to Parthe in full, Partheca has sent them a fleet and an army to fight in their name.

Parthe has promised to send Farea an Army as well, and so have we, under the Leunan banner. Farea misunderstood our intentions, for the onus is on the host, not the visitor, to speak them. Our Zatar friends would call this "Ekzataz". Our Faruwbayda friends call this "treachery". Partheca has little knowing of how the Farlanders sought to consider interstate politics, and little experience. For far too long we focused on the culture, the economic, the religious. No longer, for I have ordered the Archives to learn all the statecraft and theories of a modern, Farlander state in hopes of preventing further mishaps of such kind.

Now, with this new treaty, the Fleet and Armies of Parthe shall once more return home to their grateful families. The Leunan agreement has been complied in full, and thus the bill of 500 gold is duly offered to the New Senate. I shall return in force against the Pirates who once again threaten our beautiful islands, hopefully to never make war on other men until the end of my times.

The following treaty, to be known as the Compact of the Acayan Sea, is hereby accorded between the Iolhan Republic and the Kingdom of Parthe in order to ensure peace and prosperity among the peoples of both realms. The Honored Speaker of the Assembly and all assemblymen of the same apply their names to this treaty and pledge themselves to its tenets, accords and precepts.

Compact of the Acayan Sea
-The Assembly of Iolha and the Parthecan Crown agree henceforth that all hostilities between the Iolhan Republic and the Kingdom of Parthe shall cease immediately. Henceforth the Assembly of Iolha and the Parthecan Crown accord, in perpetuity, their peaceful intentions towards one another and their determination never to go to war with each other again.
-The Assembly of Iolha and the Parthecan Crown agree henceforth that the Acayan Sea shall be considered a neutral zone and resource, usable by both parties for purposes of commerce and defense, and that neither shall infringe upon the ability of the other's ships to traverse the Acayan Sea.
-In a show of good will, in order to further bind the signatories to this compact and to the beneficence of both peoples, the Speaker of the Assembly of Iolha, Majarsuc Santhurjao, shall agree to take the esteemed Lady Mernasyl of Parthe for his wife until death parts them. This marriage shall be considered representative of the mutual respect and friendship of the Iolhan and Parthecan peoples.
-The Assembly of Iolha and the Parthecan Crown agree henceforth to cooperate amongst each other and consult one another in matters of importance within the sphere of the Acayan Sea, and consider one another guarantors of peace and normalcy in that region.
-The Assembly of Iolha and the Parthecan Crown agree that this treaty shall be considered the basis for all relations between the Iolhan Republic and the Kingdom of Parthe henceforth, and that all prior compacts, agreements and treaties with other powers that contradict the treaty are considered null and void.

It is so signed, in view of the Old Gods of Acaya and the Great Aspects of Parthe. May our will never falter, our bonds never break and our honor never be tarnished.

I have become aware of this dispute which threatens the North of the World. Since it threatens further war, I have come to give you my decision. Both parties will, in good grace, accept it. I do not wish to have to enforce it, though I am willing.

The lands of the Astrians shall become a nation as they were in the ancient days, under a prince or princes of their choosing. They will follow the Light Undivided as they have since ancient times.

The people of the coastlands between Astria and the Airani will join the Federation of Kargan. This will include the City of Reppaba. Its people may follow the Lady, the Light, the Good God, or the God of Man, as the laws of Kargan allow them.

The people of the upper Peko, including the cities of Puri and Taret, will form the Javani Roshate, under whichever of their leaders possesses the most exatas. These people will follow the Light Undivided, in the forms which they have become accustomed to following.

As the Ruler of the North, I will pay a benefice to those displaced by this ruling, so that they might resettle in their proper country. In this way, the separate peoples will be separated, and there will be peace.

The Halyr Javan speaks with our name and our authority. We shall trust to his soldiers to ensure that this compromise is carried out.

While we would dispute that this falls under the jurisdiction granted to you by the Holy Moti Emperor, we do possess a desire to establish peace with the Halyr.

The Farubaida recognizes that the Dual Emperor has lost the means to control his lands. For this reason, we intend to assume responsibility for the lands in which we are capable of reasonably exerting force.

It is our intention to recreate Astria as an independent state. The people shall have their freedom to revere whichever tradition or traditions that they see fit.

Similarly, we intend to federate the peoples of the Peko, incorporating them as the sixth entrant to the Farubaida. They too shall have freedom of worship.

As for the division of the Peko, we are willing to transfer Puri to the Airani Roshate, or to this proposed Javani Roshate, or another suitable government. However, we will not exchange Taret, the birthplace of the Sixth Aitah, and a city populated by a majority of Aitahists. The border shall be drawn between Puri and Taret. The Farubaida is willing to maintain a promise of freedom of worship, if the same is accepted by whoever should find themselves in control of Puri. If this cannot be accepted, then we would accept the proposed division of the upper and lower Peko along religious lines.
 
The Halyr will of course respect whatever decision the Lord of the North hands down, but wishes to first express his own thought on the Farubaida's response.

Firstly, the Halyr objects strenuously to the Farubaida's intent to 'recreate' Astria. You have no legitimate right to do such a thing, even if it were in your power, and so you will do no such thing. You shall leave, immediately and taking nothing with you, and you shall allow the Astrians to decide their own fate, free from any Faronun or Seshweay interference.

Secondly, the Farubaida makes no mention of its stance towards those few forces loyal to the False Emperor still remaining in Astria and the Peko. No matter what becomes of the Peko, those loyal to the False Emperor will either repent or face justice. If the Lord of the North accepts the Farubaida's terms, ensuring that this occurs will be the responsibility of the Farubaida. Should any of those forces depart from those lands and thereby come to oppose by force of arms the restoration of the rightful order of the world, it will be seen as an act of war by the Farubaida, as indeed it could not otherwise be seen.

Thirdly, as to the matter of the Peko, the Halyr is, perhaps, willing to consider the Farubaida's position, if it is necessary to avoid further conflict. However, if we are to recognize the Farubaida as the legitimate inheritor of a portion of Qasaarai's responsibilities and privileges, then the Farubaida must necessarily be the inheritor of a similar portion of his debts. And those debts are very considerable. One way or another, they will be paid in full.

Having completed our task and freed the north from the tyranny of Ogynan and his Foul Queen, and having no desire for further bloodshed or strife, those of us allied in opposition to Ogynan's aims have met with the inheritors of Brunn and reached an agreement to restore peace and justice to the far north of the world.

Spoiler Peace of Flammhelt :
Brunn will recognize that battle has shown them to have no claim to the lands currently controlled by the allies. Those lands will be granted to the victorious allies in perpetuity, divided according to their present control.

The people of Brunn will renounce the self-serving lies of Ogynan and return to the Faith of their fathers.

Brunn will pay an indemnity of 1,000 [UNITS] to the people of Gallat, in recompense for the destruction wrought on that country by Brunn, and further the people of Gallat shall be exempted in perpetuity from all duties, fines and tolls levied at the port of Kurchen.

Fulwarc's...participation in the war merits no reward. No doubt he has told the Redeemer much about his exploits and great deeds, and it is on this basis the Redeemer believes him to have warranted a seat at the table. He lies. The truth is that all he accomplished was to offend our friends, lead our allies to catastrophe, and very nearly single-handedly hand the north to Ogynan and Qasaarai. He lacked even the decency to die on the scene of his failure and dishonour, instead choosing to live long enough to be rescued by better men, after whom he then trailed like a whipped child, terrified of leaving their shadow out of fear for monsters. We will not now allow him to claim a victory that is not his. We would not see our true friends of Helt, who bled and suffered and yet remained true, divested of their rightful lands, of the ancient capital of their nation, to salve the injured pride of a coward, a popinjay, an incompetent, and the spawn of traitors and apostates, and we cannot believe that the Redeemer would wish it otherwise: it is an affront to all sense and virtue. Fulwarc's exatas has been tried and found wanting, and the boy - for such he remains, whatever the calendar says - needs to learn that rewards must be earned.
 
The Sarafaio responds to the Halyr's concerns in kind.

Firstly, we view it as our responsibility and prerogative to ensure that there is a peaceful transition of power. You have made well known your goals to restore a wholly Maninist state, and Astria possesses an Aitahist minority, who we wish to see protected, just as the Maninists are protected.

Secondly, any lords of the Savirai still loyal to Qasaarai may either recant their loyalty, or depart and meet your justice. The Farubaida shall not allow them to wage an ongoing war from the territories joining our Federation.

Thirdly, the debts incurred by Qasaarai through his war against the Gallatene people are known. How and in what manner do you seek recompense for crimes of blood which can never wholly be repaid?

The exatas of Fulwarc, while it may be wanting as you say, has been sufficient to maintain control of Lutan thus far, a city which has been Cyvekt for some time. If an enemy were to take it from him through superior exatas, that would be another matter, but even I do not have the right to strip one of my loyal Princes of his lands. Fulwarc has been defeated in the field, but he has repented for his father's treachery and heresy. I will see to it that the Heltekt do not suffer, but this decision is final.

On the negotiations for the Peko, Halyr, we will allow you the final judgment in this matter, as recompense for denying it to you in this other matter.

1) You have no responsibilities or prerogatives with respect to Astria. The restoration of rightful government from an occupying force is no 'transition' and needs no oversight; and besides, the governance of that country is not yours to oversee, nor are its people yours to protect. Carohan interference in the affairs of Astria in any way is a purely aggressive act, and we will have no choice but respond to it as such.

2) Permitting the free passage of armed men from the Peko to adjoining territories where they would then make war on us and our friends is emphatically not fulfilling your responsibilities to ensure justice is done. If the Carohans lack the stomach to do the needful they may send the culprits to us and be assured that we will dispose of them justly, but they must be sent disarmed and in chains. Carohan acquiescence in the passage of armed enemies is an aggressive act, and will be responded to as such.

3) Indeed, nothing any of us can do would bring back the many thousands dead, murdered at Qasaarai's orders. But the dozens of cities, hundreds of towns, thousands of villages and tens of thousands of households he destroyed purely out of malice? Those at least we can rebuild. We are not, of course, so unfair as to regard the Farubaida as inheriting the entirety of that debt, but suppose that a fair proration would place their responsibility in this case around 15,000 [UNITS1]
