Estonian civ is at the moment on hold until regelman finishes map and Hyperion finishes icons.. I have done some coding already but I would like to release 1st verison with proper map and icons already added in..
I most likely would do that color scheme for civ itself.. But why on icon that symbol has to be blue is because it is simplified cornflower that is known for its distinctive blue color..I agree that people should generally try to avoid black backgrounds for civs. You should try to reverse the colors. Black on light blue seems like a pretty unique color scheme, and looks good too.
That is something I feared would happen. Well, maybe you could try the lions from the coat of arms with the reversed colors (even though they are also blue, it is less impactful to have them black than the flower. If it is necessary to have them blue though, you could include the shield and make it black and leave the lions blue). Alternatively, you could also use the core of the Cross of Liberty.

Other option is to color iconic blue flower black..that is definitely no go..

Also, I suggest using the exact same shade of blue as the flag (which seems to be what was done on the last two icons.
Sry for a short silence.. Guy, who promised to make map for me has been offline for a while.. I might have to find someone who could take up the task of making a map for my civ..
Well, as a pastime, I could make up a map for you in about a week. What year would you like it to depict? What colors would you like it to have? Any other wishes?
(Haha, it struck to me that I could even base the map on a historical map of Estonia my great-grandfather made almost 90 years ago!)
About the symbol, I liked most the rye flower with dark grey background. If it be lighter gray, it maybe wouldn't mix with any city-states.
