I ain't gotta explain a thing
1986: A Soviet military development compound in the Armenian SSR creates a new biological weapon. It's speed and effectiveness leads scientists to call it Husabekutyun, the Armenian word for despair.
1987: All scientists who worked on Husabekutyun are never seen again. Husabekutyun is stored underground near Yerevan.
1991: The USSR collapses. Since Armenia no longer wishes to be responsible for Husabekutyun, plans are made for its complete elimination.
2000: 60% of Husabekutyun stores have been removed. A corrupt general places the rest with arms dealers.
2004: A investigation into several arms dealers' deaths reveals contact with someone within Armenia as the only correlation. They all died suddenly, and were found to have large spots on the skin. in addition the autopsy reveals that the pancreas' production of glucagon had been impaired.
2008: A Boko Haram bombing in Nigeria causes 100 deaths, of which 30 corpses show deaths similar to the arms dealers.
2011: Syrian Civil War starts, Assad rumored to have biological weapons from the USSR in his arsenal.
2014: Aleppo, Syria is hit by a biological weapon. It is assumed to be Husabekutyun...

Joining:
There are two things you can join as in this IOT - Countries and Fringe groups.
If joining as a country, pick one that's on the map and run with it as it is right now.
If joining as a fringe group:
1) What is your fringe group called
2) Where is your fringe group located
3) what does your fringe group want, and if secession from another nation, which area does it claim?
If your nation is destroyed you can rejoin, but only if it's destroyed.
Influence:
Influence is this IOT's equivalent of EP, IP, huebux, etc.
Influence is gained differently by Fringe groups and countries:
COUNTRIES: Influence=provinces+(Popularity Government/10)-(Panic/10).
FRINGE GROUPS: Influence=3+(Popularity Fringe group/10)+(Panic/10)-(Popularity Government/10)
The following are options for things to do with your Influence depending on if you are a democracy, dictatorship or fringe group
(basic distinction between democracy and dictatorship - a democracy can influence but not directly take action against Husabekutyun, which does mean that if action is taken it is free. Dictatorships can take direct action but this costs influence. Check the CIA factbook for a general idea of which country falls into which subset.)
Popularity and Panic:
Popularity and Panic are two different things, but both are out of 100%.
Popularity is how much people like your government or fringe group. if this is high costs tend to go down. if a government is popular fringe groups tend to have less popularity.
Panic is how people feel towards Husabekutyun. it only applies for countries, but the higher it is, fringe groups will become more popular and influential.
Husabekutyun:
This is the bioweapon that's going to kill lots of people. It starts in Aleppo, Syria, and will have a 50% chance of spreading into neighboring provinces. In addition, people may accidentally carry it over so it's not just a 50-50 chance. When a cure and vaccine are discovered there will now only be a 33% chance of spread, 33% chance of nothing and 33% chance of regression.
Warfare:
War shouldn't really be a focus of the IOT but hey opportunism.
As has recently been the case in my IOTs, war will be handled with RPed war plans.
Attacking an infected nation is a bad idea and if the disease spreads to you like this you have no one to blame but yourself.

Lobbying - 1-10 Influence - gives anywhere from a 10% to a 90% chance of a disease-stopping action. Can only be taken if disease is within 3 provinces of your borders
State of Emergency - 100 Influence minus popularity - turns country into dictatorship. Can only be taken if disease is next to your borders
DICTATORSHIP:
Quarantining provinces - 5 Influence per province - protects province against disease- or against disease spread, as the case may be.
Suppressing Fringe Groups - 5 Influence + Fringe group's popularity/10 - fringe group loses 10-30% popularity. Only possible once fringe group popularity over 50%.
Propaganda - 10 Influence - 50% chance of increasing government popularity by 10%, 50% chance of lowering panic by 10%. If there is no panic in the nation, 100% chance of increasing the government's popularity by 5%.
Killing infected - 20 influence - lose 20% popularity, prevent disease spread for a turn. Only possible if popularity is at least 20%.
FRINGE GROUP:
Raise popularity - 10 influence - gain 20% popularity, country gains 10% panic
Take over - 110 influence - popularity of group - become country, at war with former country, or they give in peacefully. If a player is removed from the game this way, he may rejoin.
