Europe in 2002

I was going to say before: would it help your narrative to mention the EU constitution due for final presentation on June 20th? Of course the ratification process could take another year or so, so might not be truly applicable to Euro 2002.

Could also base the federalist army on the EU rapid reaction force, and there are current proposals between Belguim, France and Germany for a more integrated military force.

Just holler if you want/need any assistance with Euro politics.

Maybe a disagree over this constitution could be the start of the scenerio.

There isn't really any major disagreement over the constitution. It requires all members to agree to it so if there were any countries who were firmly against it then the whole thing would be a non-starter.

Maybe a good disgreement to start on would be American relations. You could start with the US wanting to invade Iraq, and some countries supported her (Britain, Spain, Italy, most Eastern Europeans) while others are against (Germany, France, Low Countries, Scandinavia). That would give a pretty interesting balance of power.

You would need to make Denmark and Holland pro-american, as I believe they supported the liberation of Iraq, whereas Belgium, Sweden, and to a lesser degree Norway opposed it.
 
Russia would also be anti-American, but they would be a separate civ if you decide to include them.
