The title says it already.

Playing the Game of the Month #1, I settled Rome on Gypsum on turn 2. Upon meeting the AI, I can't sell it to them. It simply doesn't appear on my side of the assets. It does show up as a luxury that I own in the empire overview.

Before the patch I could sell it just fine.

On turn 2, you would not have researched Mining yet. Pre-patch, you could settle on a lux before having the required tech and both receive the luxury (for amenity purposes) and be able to trade it. Post-patch, it appears you still get the luxury for amenity purposes, but can't trade it until you research the required tech. I settled on marble in my current game and am able to trade it, but I've already researched Mining. If you don't get tradeable gypsum after researching Mining, that would be a bug.

Confirmed. To see whether this was just an issue with save games created before the patch (as the GOTM save was), I started a new game and immediately settled on salt. Got the salt per the resource screen, but got credit for no amenities from luxuries (before or after researching Mining) and it was not tradeable (before or after Mining). Then restarted the game, settled on ivory and got the same results (before and after researching Animal Husbandry). I then restarted again, settled normally (grassland with no resources) and then settled my second city on some gypsum, after researching Mining. Worked like a charm -- I got +1 amenities from luxuries in two cities and could trade the gypsum.

Lesson: You can settle on a luxury, but don't do it until you have researched the technology that unlocks that luxury's particular improvement.

Wow, that was a nice and efficient test Browd! Thanks for the clarification.

Thanks for the confirmation. I assume that the developers wanted the ability to trade to kick in after the research, which seems right, but forgot to flag the special case where you have already settled on it.

Got same problem with first city settled on mercury (no resource), but after mined another mercury tile the first one also suddenly appeared (got 2 copies)

It's hard to believe they got this right on first release, broke in patch 1.0.0.38 and its still broken in patch 1.0.0.56.

A novice programmer should be able fix this bug in a few minutes. This is extremely frustrating.

So, both copies of the mercury resource are now both tradeable?

If so, at least there is a work-around for this bug, if one can improve a second copy of the resource and then be able to trade both.
