When playing as Auric Ulvin, I'm able to build the Temple of Empyrion. Why is this possible? Cassiel (also agnostic) can't build it.

Exactky. Cassiel can also build Temples of the Empyrean, actually (although not the other temples). The only pre-req for them is Honor, which, along with Deception, is the only religious tech Auric and Cassiel can research.
