Modmods come with their own host of issues and almost certainly make things worse rather than better.
Uhh how about giving them a try before dismissing them out of hand and branding them as being crap? For example mine addresses all the complaints you have and is just a single changed file, so you can easily review the changes. Sephi's Wildmana and Skyre's Better AI mod can seem to be more intimidating, as their changes can't be tracked as easily. However they both know what they are doing and they seem to have a better understanding of the internal workings of the AI code than Kael.
On topic, here are some easy to fix AI spell bugs:
1)Legends spell has no AIweight, so the AI never casts it even if the condition is met.
2) The condition for ship crews can never be met and the spells are lacking an AI weight, so the AI will never use them. Skyre Noctis wrote some excellent AI conditions for them.
3) Into the Mist has no AIweight, resulting in the AI never casting it, even if it meets the Python condition.
4) Pirate cove spell is lacking an AIweight, to make the AI use these intelligently Skyre Noctis wrote some excellent code. But even just adding an AI weight works acceptably.
and apparently nor reporting here anymore, perhaps I start playing modmod, or --- forbid, vanilla civ instead.
next to rivers, etc. A handful of modders made special versions because instead of complaining about bugs, they decided to do something about it. So don't think that playing modmod is giving up. At least look into them before you compare them to something as awful as... vanilla civ.

I am glad Kael is taking a break from his book to fix some of this stuff the official patch broke. Thanks Kael... Oh and I cant wait for the book. If no publisher takes it I would be happy to bid on a copy at E-bay. Buy it now would do you wonders...
