"First Encounter" Crash

I have Civ3 Complete, took four tries to install it, but put the patches on and starts right up.

However, the first encounter with another nation results in a crash. I've tried restarting and XP-SP2 compatibility mode; neither worked.

I've seen the problem referenced on here, but no solutions specific to this problem. I could use a direction, at least...

Does the game simply ctd or do you get an error msg in game then stating the game will now exit?
