First Look: The Development Team Video

Well, if you consider Aztecs (by seeing their Civ V colored border on a screen) and France (distinctive architecture design of a building) to be confirmed by this video, it brings us up to 9 confirmed and that's half of them.
 
Doesn't the backboard at 2:47 show the portraits of all the leaders? It's hard to make out, but I can see Teddy, Gandhi (ugh), Elizabeth, Victoria etc.

It shows 22 leaders (23 if the manul is a leader too). It looks like the 18th is Peter the Great.

Edit: They are definitely portraits.

Yeah, that's what I'm talking about (sometimes you gotta wish for 4K). Maybe it's core 18 + 4 for deluxe DLC?

It surely does a lot. Some inveterate rider above him. Nappy again? Or someone more ancient, impossible to tell.

Also, last row, first - resembles very much to Charles Quint to me.

I wonder who the guy with the conical helmet is.

There's a picture of a Roman bust to the left of the presumed Peter the Great.

Pretty good resolution. I definitely think that #18 looks like Peter the Great. Gandhi looks like #12. Teddy is obviously #1.

#17 looks like a Roman bust?

If this is a portrait wall of leaders, we should expect to see the other announced leaders. Can anyone identify Qin Shi Huang, Hojo Tokimune, Victoria, or Cleopatra? #5 might be old Victoria? Or maybe #7 is a younger Victoria?

#8 looks to have a ruff about their neck. So perhaps a 16th/17th century European leader.
 
That is a pretty major catch! #11 seems to be Greek and NOT Alexander! Perikles perhaps?
