[FIXED] Utopia Project being built by puppet city

Anyone have any idea if I'm missing anything?

I completed the 5th civic 2 turns ago and the Utopia Project appears in my wonders to build list (under every city) but it is 'greyed' out but has no red text indicating why I can't start it...

Frustrating and feels like a bug.

Only other fact that may be pertinent. I'm on turn 487 or so with only a few years left before 2050.

I played it out once to see what happened at 2050 and I got the cultural victory achievement >.< NEVER built the Utopia Project.

Would it prevent me from starting the building if I couldn't complete it? I don't see why I earned the cultural victory over the apollo program or anything.

I'm going to resurrect this because the same thing happened to me a couple days ago and it took me a while to find out why.

The problem is that...for some reason (and I can only assume this is a bug) puppet states can build the Utopia project. This had me pulling my hair out for a while as I tried to figure out why none of the cities in my Greek empire could build the project. I finally tracked it down when I opened the economic summary and found it was being built in the puppet city of Lyon. I had to annex the city to fix the problem.

I remember seeing a report that a puppet state built Apollo, which makes me think puppets will avoid Wonders but not Projects?

I have the same issue. Here is a save, where I have 5 trees full, but the Utopia project is greyed out in the production screen of each city. There is no explanation in the mouseover text why that might be.

Aha! It's because one of the puppet cities is building it! As MadmanAtW says.

Does this mean 'Projects' are considered normal buildings, as opposed to 'Wonders'. It can't be intended?

I confirm that both save files show puppet cities building the Utopia Project. I'm going to call this a confirmed bug. Puppet cities are supposed to construct buildings only, and neither the manual nor the Civilopedia consider Projects to be buildings (although they conflict whether Projects are Wonders). I'll move to the Confirmed Bugs forum, update the Bug List and let Firaxis make the final call.
