It has been evident in the last few days that we have very few citziens. The modern day Constitution was made before the Gamecatcher War, when we had many more citizens. Now that we have only a few ctizens our goverment has become inoperative due to having to fill 6 positions. Inactive officals again has become a problem. Due to these many reasons, I am proposing a new Constitution.
The Proposed Constitution of Fanatikou
Article A
All Civfanatics Forum users who register in the Citizen Registry are citizens of Fanatikou. Citizens have the right to assemble, the right to free movement, the right to free speech, the right to a fair trial, the right to representation, the right to demand satisfaction and the right to vote.
Article B
Governing rules shall consist of the Articles of the Constitution
Article C
The Government of Fanatikou shall consist of the fallowing offices:
1. The Emperor
The Emperor of Fanatikou is the Head of State and Head of Government for Fanatikou. All other public officials are under him/her. The emperor is de facto diplomat to any other nation. He sets foreign policy with other nations, and participates in diplomatic relations.
2. Counsel of Domestic Affairs
The Counsel of Domestic Affairs plays the turn for Fanatikou. He/she manages all production and all non-military units. The Minster takes orders from other offices on where to move units that are not under his control. The Minister is also in change of connecting luxuries and other resources that are to be used for Fanatikou itself or for trade. He/she is also in charge of all of the nations scientists. The Counsel, upon recommendation of other public officials, decides what is to be researched.
3. Counsel of Foreign Affairs
The Counsel of Foreign Affairs is head of diplomatic relations with any other nation. The Minister watches over the ambassadors, and helps set foreign policy. He appoints ambassadors, and may move them or dismiss them at any time. He helps negotiate treaties with the emperor and ambassadors. He is also de facto diplomat to any other nation.
4. Counsel of Military Affairs
The Counsel of Military Affairs manages movement of all of the military units in Fanatikou. The Counsel, in time of war, will be responsible for attacks on enemy nations. During wartime, no one may overrule the Counsels decisions on the battlefield.
A. In addition to the four main offices, the emperor must appoint one counsel as First Counsel. The First Counsel shall, in addition to his/her regular duties, act as Chief Justice of the Fanatikese High Court. In the case that the office of emperor becomes vacant, the First Counsel shall fill the office.
B. All Ministers may appoint one deputy to help them in their duties and take their place in case of the Minsters absence.
Article D
All citizens shall belong to the Fanatikese Senate.
Article E
All offices will be filled via election with terms lasting according to a fixed schedule based on game turns. There shall be equal terms of 15 turns each and elections shall be held accordingly.
Article F
It is unlawful to play through actions, move troops, make deals or take any other action that would change the state of the playing game from that of the saved game.
Article G
Should a citizen be unhappy with how an elected official carries out his/hers office, they may call for a Special Election. A Special Election shall only take place when a poll, open for two days, shows that the majority of the Senate wishes to replace the elected officials. After the poll, all offices shall be put up for election after a two-day nomination time.
Article H
In the event any leader takes a temporary leave of absence, his/hers deputy shall take the consulship until the counsel comes back. Should any official be absent for more than seven days without prior notice, the emperor may appoint a citizens to that office, but it must be approved by the Senate in a poll.
Article I
All polls must last at lest two days. The one exception to this is the poll for elections.
Article J
Nominations shall start 5 turns before a term ends. Elections shall start 3 turns before the end of a term, and shall end when the last turn of a term has been played. A simple majority is needed to win any election.
Article K
The Senate, in a poll, must approve any foreign treaty. A simple majority is needed. Declarations of War and Peace also only need a simple majority.
In the case of a national emergency, the Emperor or Counsel of Foreign Affairs may sign a treaty making it binding for all of Fanatikou. However, should the First Counsel (acting as Chief Justice) find that it was not an emergency; the signer shall be persecuted to the fullest extent of the law.
Article L
The First Counsel, when acting as Chief Justice, may persecute any citizen. Any citizen can bring another citizens to court. The Chief Justice will decide if the citizen is responsible for hearing arguments from both sides, and coming up with a verdict. If the citizen is judged guilty, a poll shall take place to determine the punishment. The choises in the poll must be: no punishment, warning, expulsion from office, written apology, and exile from Fanatikou.
