As far as invisible units at sea, Gestapo on a transport can't use their Detect Invisible ability. I think it's called "sleeping units" from the original CivIII. Units on transport can't use their special abilities...

Workers can't be added to a city because they don't cost you pop when you build them. The prog adds exactly the number it costs you to build a unit, if it has the "join city" flag. If it costs you 0 pop to build the unit, you
add 0 pop...
And the best question is, big planes become available when you discover
