The advisor is smart. It's asking you to build a canal with your city. Because you're an AI, as everything is, and you have really low maintenance costs.

When all was said and done, I ended up with all three calendar resources in the northwest, the final floodplain tile to the west, the two hills to the east, and the additional dye in the South. Needless to say, I ran away and hid with the game, and was almost ashamed to do so.
