It looks like it is outside the BFC of whatever cty s ear it. If so this is not so funny or even strange. The AI almost always puts forts down on resources outside there City Radius'. Hell even I never put down a standard improvement but instead use forts on the resources on the fringes of my empire.

The funny thing I thought of this screenshot was actually how nicely the incense fit inside the fort and how there wasn't any sand inside the fort.

And of course you could land 4 fighter jets in that fort, and it wouldn't interfere with the incense harvest at all.

By chance what Mod was it you were playing to get those different Civs? Civ Gold by chance?

It's a heavily modded Neoteric world, but the modules came from half Civ Gold and half graphics modpack's from people like Melcher and Saibotlieh

Of course not. The Incense is in a seperate area of the fort from the area the hangar is in.

That's pretty cool, but how come all these cities can run aqueducts across the water, and up a mountain, but can't chop a jungle.
